Structural Funds for the 10 other Member States.
 The ten other Member States should benefit from
over €24 billion Community aids, including the Cohesion
Fund, for the 2004-2006
period. A total
of €14.96 billion will come from the Structural Funds (61%
from the ERDF, 25% from the ESF, 12% from the
EAGGF-Guidance section and around 2% from the FIFG).
The Structural Funds
will be available to the ten other Member
States from January 2004, provided that local projects
satisfy the Community legislation as regards regional
policy, protection of the environment, public
procurement or financial control and management.

Technical Assistance to the
future Member States.
Since 1989 a
technical assistance has been financed by the European
Commission, in order to help the future Member Sates of
the EU to build an administrative infrastructure as an
instrument, which ensures that goods moving within the EU comply
with the European standards. Contrary to
conformity assessment
agreements, technical
assistance can also be allowed to EU neighbours, which
don't intend to sign up with the EU. It can take
various forms : - strengthening
institutions, - supporting investment, -
proposing twinning projects, - helping governments, standards
and metrology organisations
of the future Members to adopt and to implement European
standards and laws.
